5 Autumn Budget | 28 October 2026 Child benefit overpayments HMRC will automatically offset child benefit overpayments against the high income child benefit charge (HICBC), reducing payment and repayment transactions. This will be introduced with retrospective effect from HICBC’s introduction in January 2013. National insurance contributions (NICs) The NIC thresholds for employees and self-employed individuals remain frozen at their current levels and will not change before April 2031.
